A mobile app is installed from the Play Store or App Store. Either way, it ships through store review and updates when users download the new version.

Treat a PWA as a strong upgrade to a web-first strategy, not as a full substitute for a native app when push-driven engagement on iPhones is central to your product.

  • Hardware is the product: barcode or document scanning, Bluetooth device pairing, background location.
  • Notifications are the value, not a nice-to-have, and your users are heavily on iOS.

Building web and mobile together for launch sounds thorough. In practice it halves your iteration speed, doubles your surface area for bugs, and forces every product decision through two implementations before you know whether the product itself is right. Teams that ship both at v1 usually ship both late, and learn slowly.

The better sequence is boring: pick the one platform your riskiest assumption lives on, ship there, and let real usage tell you whether the second platform is worth building.
